If this was the last year of the previous program, the numbers should be similar. My income didn't change drastically between 2016 and 2017 but the rebate check went down from $600 to $200. Could it be that last year they did NOT based the rebate based on income?

This 3rd year of the program, the rebate check was a percentage of your Star rebate. It was a different calculation from previous years. Next year will change again as a new program will be implemented. The percentage of the STAR Rebate is based on your income level. Those making less got a bigger percentage.
It is all on the State website

Still not sure what happened in 2016: "In 2016, all 2.5 million homeowners who qualify for the state's School Tax Relief program (and enhanced STAR) will get a check. Those living in the New York City suburbs will get $130. Everyone else - including Central New York homeowners - will get $185. (New York City homeowners are not eligible.)"

Got around $600. But hey, I'm not complaining.

For this year and beyond it makes more sense, and it looks like the checks will be increasing the next few years.

  • Form 1040, Line 38
  • Form 1040A, Line 21
  • Form 1040EZ, Line 4

Cuomo sent me a shade over $50. Enough for an appetizer and a couple of drinks around here. Some nerve calling this property tax relief.
