The more you describe the changes needed the more this will never happen, what about the other side is there any desire for this connection beyond a handful of advocates?

Oyster Bay to Rye is 6.1 miles.

That tunnel is nearly 17 miles. It’s estimated to cost nearly $2 billion over 7-8 years.

I have to bet that a NY tunnel would cost a multiple of that for less tunnel, and probably take 2x as long.
