Because you know that they know that there is money to be made in the Mastics. They are also going to soon start constructing a new exit for Sunrise Highway at Barnes Rd to make the area more accessible.
They've been threatening that for years. The traffic on W Floyd is insane, but its the only way in or out.
But now they can actually get the money because politicians can (1) claim it is to help low-income people, and (2) claim there are a lack of evacuation routes post-Sandy. Of course once the money starts flowing in the demographics change, but that's another story, although the politician is well aware.
So you are saying that when politicians get involved in construction projects, they wind up making money?
Yes. Maybe not directly, and maybe not on day 1, but they know exactly what they are doing to get the money flowing moving towards their personal interest. But have no worry, they'll be money for me and you to make money off this as well.

I sincerely hope Shirley and the Mastics get a leg up and prosper in the future. That having been said, I have seen far too many magazines (giving away may age here, anyone remember magazines?) That touted "The 10 best Cities to live" citing all the groovy young prosperous folks were snatching up property in Burlington Vermont, Billings Montana, etc. etc. Only to read a year or two later several of the touted cities now faced huge deficits, had an out of control crime and poverty problem, etc.
I remember watching a video that stated media companies hire writers that get paid by the article, so the incentive is to bat as many out as they can. Their research (if any was actually done) was quick and dirty, and they tended to focus more on media hype, or what they thought would best inspire and manipulate the reader, based on the theme of the media they worked for.
