I would assume that if my tree's branches extend over the property line, my neighbor can cut them off. There may be a number of reasons the neighbor does not want/need the branches from my trees hanging over his property.
It's too bad that he did this without talking to you, first, but in most places, he has a right to cut anything over his property. And, no, the company doesn't need to ask permission.
I strongly suggest that you get a tree trimmer out ASAP and get the rest trimmed, particularly if it's an older tree, or it may come down during the violent spring storms.
Yeah, the situation stinks, but if you just get mad about it and don't do anything, there might be worse problems in a few months.
People in my old neighborhood were nuts about this. I had one neighbor who told me he was going to have surveyor check the property line and if I'm over the line, he's cutting down every one of my trees. LOL.

Yes, but the neighborly thing to do is to go next door, wrap on the door and let your neighbor know. Unfortunately, many of my neighbors couldn't be bothered.
When I was growing up, the neighbor (some old bastard) would throw all the leaves and branches from our tree back into our yard. That guy was such a tool bag.

I have the same problem with my neighbor behind me. Their mature trees are growing over my yard by a good 20ft. Dropping leaves and small branched in my pool constantly. I also have to pay a landscaper to clean up their leaves in the fall.
I had them cut once and was yelled at for having tree guys go on her property and climb the trees to trim them.
Now ten years later they are overgrown again. I can't get one of those bucket trucks in my back yard as I don't want them driving over my cesspool.

Based on the OPs view on this maybe the neighbor didn’t want to deal with a potential confrontation and decided to do what he is legally entitled to do.

Call around tree cutters if they have scissor lifts instead of bucket lift.
