Rear car plates won't come off due to rust or damaged screw. Need to return the plates to DMV as donating the old clunker. What should I do? I've one of the plates from front of the car but not from the rear...

I just kept bending them back and forth until the plate broke at the top near the screws. My friend did the same thing. You are junking the car and turning in the plates why go to a lot of trouble?

turn in the one plate and report the other one as lost (NOT STOLEN, the DMV will want a police report for that).

Elbow grease and common household tools. No need to get fancy. Vice grips or aviator snips will be useful.

WD-40 has always solved this problem for me. Spray, walk away for a few minutes, come back with a hex socket or pair of pliers, done.

Thank you all for you suggestions. I had never heard of Liquid Wrench .. looks like it might just do the job..I had ordered one of those "Screw and Bolt Extractor Tool Set" from Amazon way back when and it didn't work at all!! Maybe I will have better luck with the new suggestions here.

I don't care if I damage the plate when taking it off..as long as DMV would accept it. I want to cancel the insurance as soon as I return the plates..apparently insurance need the proof that plates have been returned, based on online searches.
