A permit? Just go to any hot tub dealer and they will remove it for a few hundred. No permit needed.
No need for a permit to remove. However, once it has been removed I would check with the TOH to be sure they also remove it, assuming the owner placed it with a permit.
Probably does not have a permit.
Go to Home Depot, buy a cheapo Ryobi sawzall and cut the thing up and put it to the curb.
Or put it up on craigslist for free.
Put an ad on craigs list, free hot tub - you remove.
