Exactly the point of the "in/out anywhere" concept. During peak hours the HOV restrictions are enforced. During other times, there is an extra lane available. No more twits driving 55 (or less) in the extra lane with a back up of frustrated driver behind them and no way to escape.

I've done my fair share of driving in the Hampton Roads. It has some similarites to LI (heavy traffic/limited roads in/out of the area). Their HOV system works much better than the LIE. On LI, I avoid the HOV lane like the plague during non-rush hours.
