One funny thing about people who live on Long Island is so many of them think "upstate New York" begins in Westchester or perhaps Dutchess County. That's all Downstate New York. The Hudson Valley and Capital region aren't even really "upstate" - Upstate is beyond those areas. Then there's Central New York (think Syracuse and Utica-Rome), the Southern Tier and Western New York with the Finger Lakes.
Back in the 50' and 60's that was upstate NY. People were not as mobile back then, so for example, Niagara Falls, NY might as well have been in Canada. It was a far trip. Personally I still consider the Capital region to be upstate NY as it is as compared to LI.

LOL Albany isn't upstate? Give me a break. Anything above NYC is TECHNICALLy upstate, although I'll give Westchester and Rockland a pass. Geographically and logically and lifestyle wise, everthing else is upstate. GTFO with your nonsense my college friends from the Albany area would never say they're not from upstate NY.

It's 8 hours at least to Niagara Falls. It's still a long trip.
Ask upstaters where they draw the line.
Basically Ulster county is considered down state and NY metro. That's the cutoff point.
Westchester, Orange, Putnam, etc, all considered down state. Of course to the flatlanders on LI, Westchester was considered the beginning of upstate.

It's a NY thing, you either live in the city, on the island or upstate, anything north of the Bronx is considered upstate so don't bother with geography. Just like in NJ you go "down the shore" anywhere else you go to the beach just another way to pick out the locals from the tourists...
We use these terms primarily in conversation, not to be technically accurate, so there should be no big confusion...
LI = Nassau/Suffolk counties
Upstate NY = Westchester/Rockland county and above
The City = Manhattan
NYC = 5 boroughs
Downstate NY = NYC + LI
If you are an upstater, you can think what you want about where it starts. But just remember, Western NY is also segregating themselves.
