We use our landline on Verizon Fios, that is the house wires are old-style copper, but the "cable" from pole to pole is fiber optic. Inside the house, we use portable phones with an antenna base in one room. When we telephone most of our friends (home phones or cell phones) we do not hear crackling. However, phoning large establishments (as nursing homes or rehab facilities) that have many extensions or many phone numbers (one per bed, for example), we get the din of crackling.

I suspect that the institutions use some sort of Voice over Internet Protocol or some sort of wi-fi. Or else their switch boxes are cheap and add the annoying crackling noises. Of course, in days long ago all switching and wiring was top Western Electric quality but the rental rates were steep. I would be glad to read comments from people in the business. Thank you.

Crackling or static usually isn’t indicative of VoIP, unless you’re talking about packet loss and jitter. Usually with VoIP the quality issues are due to pops and clicks or dropouts.

In voip world, you don't hear crackling. Its pops, echos, and digitized voices. I would suspect a break in your line or potentially moisture in the line.

How you can approach this is by installing a corded phone and call those same locations with multiple extensions & location. If you have the same issues, then it may be your wiring infrastructure inside your house (i.e jack, phone and/or wire, and you will have replace/cable as needed.

where isw it and in what towns that the cracking does happen? does in happen in sayvilles and does ikt happen mostly in suffolk county ny?

Check where it comes into the house. If you're lucky, you have a network interface there.
That helps you determine if the trouble is outside or inside. If outside, have telephone company repair the problem.

Mostly in libraries near the vortex.

yes some of us do Believe it or not my husband does not have a cell phone. He hates them. He had a pre-paid piece of crap cell phone and when that died he never got another one. I have a smart phone but we also keep our landlines. I cannot rely on my cell phone 100% and both us have elderly mothers who are not in great health so we need to keep the landline as an extra.
