I understand they spent $100 million building these things and ever winter, they are all closed and I wait and freeze outside waiting for the train...

This. And I'll throw in the scrutiny on LIRR OT now so they can't get an employee to pretend to do it, for time and a half. So they just stay home. But mostly its a homeless issue. More homeless, more poverty, lower QOL, declining stats? Hmm, I wonder which maligned poster mentions that stuff a lot, just to catch shizz.

The homeless issue is mostly one of drug addiction and mental illness, not poverty. Our "enlightened" society would apparently rather see these people suffer and die on the street than force them into treatment.
