Anyone know a garage that will assist with adding a shield or cable/rebar to at least slow down or skip my 10yo Accord? My mechanic, while great doesn't do this type of work.

California has a bill pending wherein recycling centers can not accept any converter unless the seller owns the car, registration required. The year, make, and model must be recorded. If this would go nationwide the problem might disappear.
You gotta laugh how the nanny state loves to make laws, regulations, and create taxes and fees, yet this issue has gone unaddressed. You’d think they woulda come up with something to address this long ago.
Anyway, for the handy mechanically inclined, there are easy to install anti-theft kits.
They’re not 100%, if someone really wants that cat, they can just cut off more of your exhaust system. If it were me, and I lived in an area prone to these thefts, I’d make a removable cat.
Grab 2 sets of unions and a piece of pipe basically the same length as the cat.
Weld the unions to each side of the exhaust system, and the corresponding ends on the pipe and cat. That way you can unbolt the cat(s) and store them somewhere and skip the straight pipe piece in until it’s time for your NYS inspection. Put the cat back on, get your sticker, and swap it out again. You may or may not need to address o2 sensors but there is an easy and dirt cheap way around that too.

Why bother with all of that when you can simply install a shield and forget about it. A thief is not going to spend extra time trying to cut out or around a shield. He'll just move on to an easier target.

There's also an alarm that sounds when it's shaken. You can buy it on amazon for $30.
