Short Summary Sec. 1: Short Title – FAA Community Accountability Act
Sec. 2: Flight Paths and Procedures – In implementing new flight paths through the NextGen program, the FAA:
· Must take action to limit negative impacts on the human environment in the vicinity of the airport; and,
· May adopt overlays of existing flight paths in order to ensure that the new paths are compatible with land use near the airport
Sec. 3: FAA Community Ombudsmen – Creates an office of the FAA Community Ombudsman in each FAA region to monitor the impact of NextGen implementation on affected communities, serve as liaisons between airport communities and the agency, and make policy recommendations to Congress and the FAA
Sec. 4: Community Engagement – FAA must notify and consult with the public if it intends to subvert the environmental review process through the use of a categorical exclusion under current law.
FAA may not use a categorical exclusion if an airport operator or Community Ombudsman notifies the FAA that proposed flight path changes will have “a significant adverse impact on the human environment in the vicinity of the airport.”
Sec. 5: Reconsideration of Certain Flight Paths and Procedures – Creates a new process for reviewing and potentially changing flight paths already implemented through the NextGen program.
If an airport operator or Community Ombudsman notifies the FAA that the new paths have had a significant negative impact on communities in the vicinity of the airport, the FAA Administrator must:
· Conduct a new environmental review;
· Provide an opportunity for public comment; and,
· Report to Congress on changes made to flight paths in response to public comments and the findings of the environmental review
Meetings with FAA bureaucrats accomplish very little as you can see from the below video of such a meeting in Seattle. The FAA's primary objective is "Operational Efficiency" which means getting as many planes as possible in and out of airports period

The FAA needs to revert back to the ground based procedures and spread out flight paths until a new system is devised. They tried NextGen. It didn't work. Let's move on. The airline's profits should not be ahead of our well-being. ESPECIALLY not under the guise of safety.
Keep the complaints going. Only way to represent in hard data that there is an issue. I know it is being annoying to have to do, and it feels like they are going unnoticed, but it is an important tool.
Use Google Chrome Browser to place these complaints and you can set up an AUTO FILL option which will auto fill most of the data on the page every time. This way, all you will have to fill in is the date, time, airport, arrival/departure, and fill in the capta code at the end.

It only works for the Airlines. It gets more and more planes taking off and landing. Great for the airlines, yet terrible for the people below these newly redesigned flight paths. Instead of spreading out the pain, they have put all of the noise burden on those homes under the flight paths. That is absolutely terrible.
Put it this way.....Look at the complaints before and after NextGen rolls out at each airport. The hugely dramatic rise in complaints should clearly demonstrate that the system is flawed. Whether or not you care about the facts is entirely a different issue.
The cold hard facts here are that communities are coming together and will be successful in forcing the FAA to revert flight paths, and if their local elected representatives can't assist them in the process, they will be out of a job. As more and more airports roll this system out, more and more communities will be up in arms. People have the power. Only a matter of time now.
