How much to upgrade service with a new panel, meter pan, exterior PVC piping, permits, etc.? Does between $2500 - $3500 sound about right?

I found a guy who did it for $1300 on CL. As easy as it sounds...that was after about 2 months of searching and making sure they were certified and insured and blah blah.

The price range you found is what I was being quoted before the lengthy search. So...it might be worth it to do some looking around.
