We live in Plainview water district. We had been drinking the tap water for the past year since we moved in. It wasn't too bad, and the reports from the district looked OK. I recently installed a reverse osmosis filter for a little peace of mind and now the water tastes great and it's cleaner (for whatever that's worth).
The filter has 5 'stages' to remove particles & some chemicals. One of the stages is a carbon filter, which reduces any funky tastes. The filter system was $150, including a pressurized storage tank. Upkeep is about $40/yr.
I have a Franke Triflow faucet which has built in filtration. There is a specific lever right on the faucet for cold purified water; the hot and cold tap bypass the purifier.

I find the tap water in Queens a lot better than Long Island. When I went away to college in Maine, I came back and kept getting sick on breaks. Turns out it was the water since it's so different than the water in Maine (which is soooo good, by the way). I haven't been drinking LI water ever since I went to school in Maine, which was about 4 years ago. I lived in Queens for a few years and never had a problem with the water there. Last week I bought a Britta water filter and it's really nice. The water tastes similar to Queens and I haven't gotten sick. It's also amazing to see the crap that comes out of the water. My filter has brown specks all in it, it's gross. I recommend getting a filter.

I'm also using the Brita filter for my home drinking water, because the water has changed (and I drink a lot of water).
But the "specks" are probably particles from your filter, not the water... (I have them too, and they're not in the water when I first pour it in
