Hoping someone could give me some info. Where it states that a deck/patio/walkway 8"+ above grade needs a permit, can I assume it would also require a handrail/guardrail? My front stoop does not have either. Being that it's on a slope, half is 18"above grade (at the highest point), the other half is below 8". I have no problem getting handrails on the steps, but railing on the rest would look horrible. Being that it's uncovered, it would look like a deck coming off the front of my house. Appreciate any feedback/thoughts. Thanks.

It's 15ft wide (not including the steps), and 5ft 8in deep from door out towards street.

You should be OK......You can always build up grade to reduce the 18". Handrails and rails are typically for 3 steps or 30".
