I had gotten a red light ticket via cop one week (admittedly in too much of a rush to get to a game on time). A few weeks later on a different road it was raining and I spotted a cop waiting for his light on the cross street. My light turned yellow and I said "gdamnit" followed by jamming on the brakes which didn't work - proceeded to pulse-brake the last bit of speed just to try to stop in time. The lady behind me hit me. There's a case of police presence not helping. I would've barely beat the red but I wasn't going to chance ticket #2 so soon. I actually saved that lady a ticket probably. Idiot's husband said to the same cop I was confused and didn't know whether to go or not (the pulse-braking). Hey, idiot, you would've ran the light with him there.

^ if you read closely I said I probably would've beaten the red, and not caused any accident. This means my speed was fine unless I needed to stop short, in the rain, which I did because they were there. I didn't want to chance another ticket and also as a result caused an accident.

I'm not saying cops are useless. I'm giving an example of how they can cause accidents too.

As long as they tell everyone upfront I would vote for that. The incentive to not break the law would make it work (probably).
