Yes, and its what he, Schmitt and company have offered going back to 2005. It was bs then, and its bs now. They used it as a tactic to confuse the people who don't know how the assessment system works in order to make them think freezing assessments will reduce taxes even though it won't.
What this will do is delay any tax increases someone who adds extensions or renovations to their home, by not counting the increased value for several years. Which actually impacts everyone else's taxes due to the fact the extra $$ collected from the extension isn't being collected.
