The historic academy is not used for training recruits anymore. As I stated earlier, its done at the Training Division in Westchester on Manhatten Bl.

There isn't a strict hiring freeze. LAPD is currently hiring enough to replace attrition, though that isn't much. Unfortunately there is still a benefit to knowing people who are involved in the hiring process. If you know someone, you have a better chance of being hired, so long as you pass each phase. This isn't ethical, nor is it permitted under LAPD guidelines, but it does happen.

Unfortunately, while LAPD has done a much better job of policing itself in recent years, and in fact has investigated or arrested a number of its own officers this year, LAPD still has a long ways to go in order to rid itself of a culture that tolerates unethical and unprofessional behavior. Most employees turn their head the other way, and when things are reported to LAPD management, often management tries to sweep the issue under the rug.
