The review below is from two weeks ago and it says there's a lot of construction going on inside the museum. But I saw nothing on their web site. If you've been there lately, is it a problem?

It's possible that museums always have construction when they install a new show. I remember going to the Guggenheim NY once at totally the wrong time and only half the place was open, because they were installing something.
Also does the LACMA have free parking?

Yes, part of their collections aren't currently on view. They seem to bury the information. If you go to this page of their website and click on the type of art you're interested in a page will come up telling you if it is currently on view.

But it's free after 5 p.m. 4 days a week, in addition to all day on the second Tuesday, so that can be a $15 savings. And it's open until 0 p.m. on Fridays. Three Monday Holidays next year are also free.
I think these additional times in the evening of free admission might be to compensate for the temporary closure of some of their collections.
