I found several apartments on rose ave in between sepulveda and overland and I am interested in them. Is this area generally safe? can i walk around at 7-8pm? Is car-theft a big problem in this area since the apartment i am interested in does not have gated parking?

Is it still Rose all up there?
I thought it ended after 25th or something.
Anyway it's a decent area. I would live closer to the beach though, plenty of cheap apartments in Venice Beach.

Seriously, I live in this exact area and I hate it.
Ok I don't hate it, but it's almost suicidal. I regret everyday that I didn't move closer to the beach.

the area you mentioned is called palms and it's not a bad place (from a safety perspective), i had a friend who lived in that area for years. however, it's really not exciting at all and you'll have to hop in your car and drive 10 minutes to get anywhere interesting. on a positive note, you would have easy freeway access.

Rose starts again at Sepulveda for a little bit. I also agree it's pretty much safe especially 7-8 pm, wouldn't worry much about car theft, the main downside being that it's boring and dreary. It is pretty close to downtown Culver City but not walking distance.
