The main entrance to the area you speak of is off of PCH. Enter on Roberts Road just west of Calle Mayor. If you know the area, you can park somewhere near on any surrounding streets and walk in.

There are several streets in the area that decorate, it's a community effort. It can be extremely difficult to maneuver due to heavy traffic (bumper to bumper) and takes awhile to get through. But it is one of the best displays around.
