Any Gang activity?

Pretty darn safe, but it's still the city so keep your head up.

I would avoid the Pacific Park/Santa Monica Pier late at night. Like after 11 pm. At least when I was growing up, the Pier was a hoodlum hangout at night.

The 3rd Street promenade is pretty safe at night, just be cautious. Lot of homeless around there, but mainly harmless.

Palisades Park north of california ave is always safe.

everything starts to close up after 10pm at the latest (save a few restaurants and bars), you'll be fine before then. after that, you really have no reason to be around that area anyways, so it's not really an issue. i've stayed late at some of the bars around there and had no problems around 1-2am trying to get a cab or a slice of pizza from joe's.

3rd St Promenade is completely safe. There isn't much really going on on the pier or the park after 10 anyways. Lots of homeless people in SM who may say something random and crazy, but they are completely harmless. Plenty of police in the area.
