Where will you be staying? I've caught the bus to Santa Monica Beach/Pier many times. Its pretty simple especially if you're staying anywhere along Wilshire or Santa Monica Blvds or dt Los Angeles.

The Santa Monica Big Blue Bus is a great option. Google it and view their schedule and stops.

I agree, Santa Monica has a great public transit system, and it is a good beach destination as well. There's the Santa Monica pier, and the 3rd Street Promenade and mall are within easy walking distance of the ocean.

it really depends on where you will be staying. if you stay near a metro rail stop, you could probably get down to long beach the easiest. otherwise as mentioned, santa monica and venice have multiple lines that go to the beach from the city.
