I actually tend to agree that officers of color tend to be much nicer than white officers, in any department. Female officers are also slightly better.

You have to take in account that during the era of Williams, Parks and Bratton, the overall crime rate in the U.S., according to the FBI, fell during their tenures.
As for Chief Gates, his bark was worse than his bite. Despite his rhetoric, the majority of LAPD officers (IMO) had their moral compasses pointed in the right direction. There were a few that came off heavy-handed (think Rodney King) and most of them are no longer wearing a badge.
My dad worked Central Division his entire 25-year career. He treated everyone in a civil and courteous manner, unless the situation dictated otherwise. Those are the same traits he passed on to me when I graduated from the academy.
I appreciate your comments regarding my service and thank you in return. I don't expect thanks from anyone, since no one forced me into choosing law enforcement as my career. Your comments are greatly appreciated.
