If you live in Hollywood the strip is easy to get to with public transit. Location! location! location!
Depending where you live in Hollywood, I would consider the Sunset Strip (although part of WeHo) the same general area. I often walk 1.5 miles each way to go out, which is just slighly shorter than the distance between the House of Blues and Sunset & La Brea.

I agree that LA is doable without a car if you live either a) can walk to work or b) can take accessible public transit to work and if you go out to shop, eat, have fun in that neighborhood or to other areas that have accessible public transit.

Hollywood and WeHo are the most doable without cars. Maybe Santa Monica is as well. Thus, they are the most New York like, although still not so much.

Best thing to do is come out and visit for yourself and see, if you're able to.
