I expect renters to pay for water and trash in an apt setting or multi unit lot,....

but does a renter pay for water and trash when renting a home in Uptown Whittier 90602??

Is there anywhere I can find the right answer online (e.g. a city website for this, i have searched and not found)

Its the opposite in my experience. Apartments often include water and or trash in the rent. With a house, you pay for everything yourself directly to the utility.

Some landlords pay water so the tenant will not be stingy about watering the lawn. I rented two houses (one a duplex, but LL did the same for his houses) in the same city: one included water and trash, and one included trash only.

I have found that when renting a house, I pay for everything, and when renting an apartment, I may get one or more of the utilities included. When I rented out my house, I started out paying the water and the lease stated the renters were responsible for keeping up the lawn. Of course, the lawn died fast and ended up needing replacement and the property manager never enforced anything, so, I changed this after I found out. Now, I end up paying the utilities when the renters leave and leave their final bills for me. I can't figure out why the property manager sticks me all the time but I guess it is convenient. At least the former renters think it is convenient to leave their utility bills for me.

it is opposite. Water is extremely expensive, and i doubt any landlord would assume that liability. I have seen landlords split water before, but it was mainly to ensure watering of landscape as mentioned in this thread. by the way, city laws do not oversee this, the landlord owns the property.
