Sorry everywhere I lived, there was lots of public transportation available so no drunk driving.
LA is one of the few cities in the country that has 24/7 public transportation. It's spotty, but if you are planning on going and and getting drunk without a DD you should probably plan ahead.

Of course. But you might need to drive to get to one, and "Hot-dog!Hot-dog!Hot-dog!Hot-dog!Hot-dog!Hot-dog!" is usually a short walk.

Down in the suburbs, where there is no public transport, it is also pretty common to do all your serious drinking at parties at people's houses and apartments, and then sleep there overnight. If you throw a party out here, you pretty much expect that some people won't go home until morning.

There is also bicycling as a method of getting home less that sober. It is a really stupid idea, but, at least biking-under-the influence isn't a major crime.

As has been stated, the answer is walk or cab. I walked to the bars when I lived in LA, and if I wanted to go out of my hood to drink, I'd not go any place more than 3 or so miles away, so cab fare was reasonable. Sure, it costs more than driving, but that's life. You gotta pay the fun tax.

You actually can get a "DUI" while walking or biking drunk - it is called "drunk in public" - for first time offendors it is both the easiest thing to plead guilty to(since all you have to do is go to AA meetings - and you have no record) and the easiest thing to plead not guilty to (The DA has to prove you were incapable of taking care of yourself at the moment you were arrested). Free cookies and coffee - all you have to do is say "I am an alcoholic" and listen to people talk for 15 hrs(over a few months) - do the first one.
