I live in an apartment building near LA and I've had problems with people talking abnormally loudly. Also two families have kids who are 3-4 and they scream more than other kids. The parents don't seem to care at all about the kids screaming.

I'm not trying to promote stereotypes but the people doing that were all from India. Few other people are that loud, and it's a diverse place.

I also just had an elderly couple from East Asia move in and they yell at each other really loudly. They moved in with their kid who is much quieter. It echoes throughout the courtyard and can be heard outside the building. The woman's voice is piercing.

Your thread reads like you've already zero'd in on one ethnic group or nationality. Does it matter what others think now?

Most of them are also here legally, btw.

OP- In my building the loud units are always either of Asian decent (Japanese native) or African American. The Indian tenants have been the most respectful. So in our very unscientific findings, loud people come in all forms. If your neighbors are disrupting your enjoyment of your home, I'd suggest having a friendly face-to-face conversation. If they're not empathetic and do not quiet down, this issue bears legal ramifications and you can speak to your landlord about resolution/s.

It's ok if certain cultures talk louder than others, it's not good or bad.

So let's not try to make something wrong, which is not due to the self-righteous feelings it can produce.

I believe black people talk louder than most

Norwegians & Native Americans generally talk a bit quieter
