that's why living in apartments suck ass! I feel bad for you...I would go crazy having to constantly hear that....but even if you move into a house you could still get crappy neighbors but at least the sound wouldn't be as bad..i live in a house and still have douchebag neighbors across the street that have loud cars and act oddly...so either way your screwed..hopefully it gets better for you either they move out or you are able to..

The upstairs neighbors from hell with their by now 12 year old probably moved by now. Neighbors from hell should move near worse neighbors from hell.

Agree with Patrolman: call CPS.
Where there are children or animals being neglected/abused, we must act. The kid is begging for help and unfortunately/fortunately it's been tasked to you.
Then get out of there. You could in the mean time pick up Bose Sound-Cancelling Headphones. Bulky to sleep with but it will make the noise further away
