If you take the 405 from the 10 you get the -395.

Or to flip it:

Tourist in LA: "How do I get to 5?"
Local: "...by counting past four?"

Using the article "the" implies something in addition to the simple numeric value, eg, freeway. The rest of the country is simply wrong.

so you're saying that while the tourist did speak correctly, the local decided to be difficult just because he somehow knew the person he was speaking to was a tourist?

The tourist in the OP's scenario is from Los Angeles, visiting another city.
