I find it somewhat remarkable how many people in this city seem to have no regard for laws which are intended to make our city safer and more comfortable, including but not limited to:

1. Speeders who rocket through residential neighborhoods at 10 mph or more over the speed limit -- not only unsafe but sometimes excessively noisy.

2. People who park in the red zone adjacent to a corner so they can use an ATM -- that area is red because it's unsafe to stop there and annoying as well.

3. People who park in a loading zone so they can walk into a restaurant and purchase food. I suppose a delivery truck driver should go pound sand because you can't find a legal way to park, and besides, it's all about YOU.

4. Dog walkers who allow their dogs to run around off their leash in a public park where there are a hundred signs stating such activity is illegal.

5. Shoppers who take home the shopping cart and leave it for somebody else to deal with in front of their home or apartment.

And so on. So just as a matter of curiosity, how may L.A. residents, although not perfect 100% of the time, at least try to observe all laws in public and not be inconsiderate or endanger others?

The shopping cart thing is annoying. At Target they have those shopping carts that lock when you take them off the lot but people still manage to steal them.

Talking on cell phone while driving
Parking in red zones, in front of your kid's elementary school (I see this all the time and it really annoys me) when there are perfectly legal, open spaces 50 feet away, yes 50 feet.

However, you'll see all of these behaviors in every other place in the US too.

Yes, but the higher population density means you'll see more of it in a given day.

I've seen stores in Santa Ana that have inside carts and outside carts. The nice ones can't get past the door because someone will walk home with it and leave it there.

Too bad shopping carts don't have a GPS locking/tracking/violent beeping system like on prison ankle bracelets or phones.
