Overpopulation and the absence of MASS transit, on the level of NYC.

Most people don't know there was a whole subway system underneath downtown L.A. around the time of Henry Ford. Deduce that one.

Some of it was utilized to finally expand into what is now the Metro Rail. Too late, too little. (Yes, I reversed the saying.)
