Downtown LA is generally grittier and more run-down than Manhattan nowadays, and in my opinion much more interesting. The reality is that most people barely know it exists, and so it often takes on NYC or Chicago. (this is despite the renovation happening).
Downtown has a character all to itself, especially the Historic Core. I don't know of ANY other city or downtown in the country that has as much Art Deco in one area. This makes it feel unique, and more Gothic than most modern downtowns.
It is a shame that Hollywood has largely taken it's cues from small-minded stereotypes of Los Angeles, and not appreciated all the distinct character that it has to offer. So when a movie like 'Drive' comes along- even only showing Downtown briefly, it is Downtown playing itself, which is very refreshing. It is more often than not a European that actually cares to show LA as a more interesting and urban place.
And even though Downtown may be able to 'step in' as NYC or Chicago, it is it's own animal, and if you really look, I think could only be on the West Coast.

Although not movies the series NCIS LA & The Bold and The Beautiful are filmed in L.A.
