My sister lives in LA near Culver city and she has been telling me about this mallard looking duck that has been swimming in her pool for about two months, and her been a total animal lover she started feeding the duck and it came around more and more. But this past Tuesday her pool guy came in the backyard to treat the pool and she wasn't home and the duck was in the pool, he shooed the duck away but came back twice while he was still treating the pool so he proceeded to shoo the duck again and again, and the duck didn't come back.
She let her dogs out in the backyard this past Thursday and her golden retriever laid down and wouldn't get up from behind the back bushes and when she went to see why her dog wouldn't move there was 5 eggs on the portable potty tray where her dogs pee, her retriever wouldn't use it or let her other dog use it. She left them alone til sun down to see if momma duck would come back and she didn't she she brought them inside and put them in the incubator she used when she used to breed bearded dragons.
Is it normal for duck to lay eggs in backyards in LA? and knowning my sister if the chicks live she will get attached and want to keep them, Are you allowed to have ducks as pets in LA county? If not what to do with them?

It's normal for the duck. Now if the dog layed those eggs...


But on a serious note, I probably would've left the eggs alone. However, since she took them inside I'm not sure if they will do well without their mother there to take care of them. I guess all that can be done now is to return the eggs to where they last were (try not to touch them with your hands) and let nature take its course.

As far as I know, this is only allowed in Anaheim, CA.

As a migratory bird it is illegal to interfere in any way. Illegal to keep as pets.
If they decide to stay in your backyard on their own it is ok thou.
I would try to put the eggs back as the mother will continue to lay on them. The drake and hen work together with the eggs and young.
Pool cleaners have bad history with ducks as they poop in pools causing extra work. I would tell him to leave them alone as there are plenty of pool cleaners to replace him.

This is true.

It's allowed at two separate spots on Katella Avenue. Other than that zoning laws prohibit it.
