It's just year long "test" project on one stretch of 110 from what I read. If they repurposing the stupid carpool lanes I think it's a win mind it. Otherwise, if this catches on it's just another tax. The Fast Track system seems to work well on the 91 but it gets expensive during rush hour.

They completely fail at getting people to carpool and cause more pollution than just converting the lanes to a standard traffic lanes. Typical liberal green fantasy policy that does the opposite of what it was intended to do.

Where's the evidence of complete failure though? I don't understand where that's from, but it might be because I've had occasions where it's a group of people and we chose to have a smaller number of cars so we can all take the carpool lane so in essence it's sort of been put into action for me at some point. I think for people who actually use the park and carshare places I've seen, the carpool lanes were probably part of the decision-making process.

Anecdotally, I've seen HOV use being mostly haphazard - 'oh look, I happen to have another person in the car, I get to use the carpool lane". I've never personally known anyone to change driving habits based on HOV lane availability. Even more silly is the use of a child as a carpool partner. HOV occupancy counts should be based off of licensed drivers in vehicle only.

At any rate, I'm torn on these tolls, part me is totally for it - I'm all for paying to get out of traffic, but part of me thinks we already paid (and pays) for the roads, why do we have to pay again?

Drive on the freeways at rush hour and look how empty the carpool lanes are in comparison to the rest of the traffic lanes. I'm sure a small percentage of people do carpool but not enough to justify dedicating 1/5 or 1/6 of the lanes to them on the freeways.

If you don't want to pay, then I guess just stay in the regular lanes.

What will be interesting is to see if it cuts down on congestion at all. As someone who rarely drives (and even more rarely drives on the 110 or 10), I really have no opinion either way - it is funny to see some drivers really squirm about the idea of paying to drive in a lane. I guess I just don't see what the big deal is - if you don't want to pay just stay in the regular lanes.
