Alissa Walker is doing good work with LA Walks. "System" overstates it a bit, but there was a tunnel (1.5 miles?) into Downtown from the west. Its portal used to be accessible, but at some point it was sealed up. The idea was to relieve trolley congestion on the streets downtown. It went to what was then known as the Subway Terminal Building, now known as Metro 420, at 5th & Hill Streets. This wasn't so much similar to heavy rail such as LA's current Red Line, but to subway-surface light rail such as exists in Boston, Philadelphia, and San Francisco.

If you walk north on Hill from 5th you can see the words "subway" etched into the ground in the Metro 420 building in one of the archways that looks like it used to be an entranceway

I'm still perplexed as to how this would be safe from earthquakes. It would be pretty awesome if they could accomplish that, though.
