Looks like I need to up the ante for both events- what about an 8.0 earthquake versus storm bringing 12 inches of rain in 48 hours with wind gusts of 75 mph?

Which would cause more havoc?

Are you trying to get at a reaction to Los Angeles being specifically or uniquely NOT prepared for 80MPH winds and rain? Yeah, it would cause havoc. 80MPH wind would cause havoc in any city including those in hurricane climates according to news reports about Irene, Sandy, etc., like this one. Would it cause more havoc than an 8.0 earthquake? I guess it would. At this level of emergency I'm not sure the point of choosing.

Well, the East Coast was freaked out more about that itty bitty 5.8 quake than that hurricane Irene that followed days later so I'm trying create an equivilant scenario here.

I enjoy earthquake in the 5-5.5 range but also wish we had more real "weather" but realize the buildings here are not build to withstand rain and wind like the east coast buildings are just like their buildings are not built to withstand quakes. I was wondering if L.A. experienced some heavy weather, if it would cuz a lot more havoc than the itty bitty 5.8 that freaked out the ppl on the East Coast in 2011.

2-4 inches of snow that begins around 7AM has potential for widespread havoc.

Make it 6 and let me know how it goes.

i'm gonna up the ante for you.

a 15.7 earthquake triggering 60 inches of snow followed by 300 mph santa anas...

OR

the 405 widening project never actually being completed and construction continuing for the next 100 years.

A strong earthquake would cause more havoc on people. It would cause things to fall off shelves, break windows, cracks on walls, cracks on streets, rupture some water mains. The worst would be power outages, especially if it takes a while to get power back on. Each intersection would be a 4 way stop sign. stores wont open because of no power, people stuck in elevators and so on.
