It's usually people from the burbs that refer to it as LA but they mean all of LA city. Not just DT.

Errr... not so much. West LA will always be West LA, South Central will always be South Central (red and blue), and East LA will always be East LA (low rider central)... watch Cheech and Chong. There's some great deals on rims and slippers in East LA.

I doubt anybody is that dumb. They know where the city limits are, especially natives.
