it matters where you stay not where you work. as long if you live in la you need a work visa. no matter if your work is abroad or online or all your customers are abroad. you might then not need to pay tax but you need a work visa.
I'm not a lawyer but I know that because we also immigrated to usa from Europe.
I'm just emphasizing this so you don't run into a situation where you are caught and banned from usa for years.

The US tax code is very complex, you need a us tax accountant or us tax lawyer, not some random lawyer. Even foreign income from foreign investments get tax!

LA seems to be the best fit for you. Miami is great too but it's super hot and humid, the scene much more vapid and materialistic (if you can believe more than LA). Although, sometimes I do get annoyed at the some of the people in LA with the over the top yuppie hipster scene here too, so it's a toss up. You want Cristiano Ronaldo look alikes at party scene or a huge mix of sarcastic Seth Rogen/Russell Brand clones at every scene. It just depends on what you want to hang out with when going out. But you said you weren't that big into the party scene anyways.

You cannot beat LA/So Cal's terrain though; mountains, hills, beaches, dunes, parks, major urban metropolitan world class city. It cannot be beat.

Other cities I would consider: San Francisco,/San Jose, Austin, Denver and San Diego

But where is the closest snow from their? He said he wants some snow sports, so LA it is for him.

No I wouldn't decide on a location for snow sports, I don't care about it, just said it wouldn't hurt if there is snow near... So FLO is nice, but if it were to be, it woudl be Miami, I don't like small towns. but LA beats it.

I would choose to live in West Palm Beach or Ft. Lauderdale over Miami. I like visiting Miami but it has so many problems. Ft. Lauderdale and West Palm Beach are smaller but still have the urban feel, nice beaches and great weather (I like the weather in South FL better than SoCal, as it rains more and is warmer). But San Diego is also a good option if you're looking for beaches, warm weather and somewhere pretty. The problem is that it costs so much and the jobs there are hard to find, and don't pay very well.

Good, because you will be paying non-resident tuition.

In case you've never dipped a toe in L.A. area beaches, the water is much colder than you may be imagining. Ocean temps, even in the summer are in the teens to low-20s. Wet suits are pretty standard for surfers. If you want warm water and small waves for wading, then Florida might be better for you. Also, the coast is often cloudy, not sunny, until the marine layer burns off later in the day. It's such a common condition that we have terms for it: "May Gray" and "June Gloom." On the other hand, a few miles inland can be blindingly sunny and much warmer.

I'm still pretty new to LA but I definitely second this I love LA so far but if your into the whole beach culture and water-sports jet skiing stuff like that then South Florida is where you would be the happiest although after spending a year in Miami I'd pick Ft. Lauderdale.
