A couple other things: Being on the highest floor ensures no one bugs you by walking around on a creaky floor, banging stuff (or people) above you.
Also, It isn't a good idea to get an apartment or hotel room higher than the fire department ladders can reach.

Yes, this neighborhood is so bad that the OP should not condsider renting there at all. I didn't mention that before because she might have financial concerns that make it the only option for her. However, if the OP has ANY OTHER CHOICE, she should stay away from this area.

It's not only a crime issue, it's an ugly area. The kind of ugly that comes from a lower quality of life/low expectations from life, not just urban sprawl ugly. It is, I hate to say this, but it is uncivilized in a way. People are not civil in treatment of each other, their own property and the general environment.
