No, an even better way is to avoid driving in LA. That way, your car won't be one of the cars causing congestion. Every car counts.

At 5AM, maybe. But at midnight, expect a jam on the Hollywood Freeway. Other than that, everything else moves with heavy volume.

This. I love LA in part because I drive less than 10 miles a week.

I would probably live in LA again (spent 20+ years here) if I didn't have to drive.
The horrendous traffic congestion and idi*t drivers are the worst things about LA.

Lucky, I have to drive on the 405, the 101, and the Arroyo Seco 6 days a week at 7-9AM and 4-6PM (yes, a 15-20 minute drive takes 1 1/2 to 2 hours.

i drove through la at 330 am once to go to the price is right. 65-70 mph all the way. There were cars but about as much as at midnight on san diego freeways.

Try mapping it using google, freeways alone is 30 miles, for that to become a 15 minute drive, at 60 MPH that is 30 minutes, at 120mph you can do it in 15. People have become way too accustomed to GPS.

traffic isn't that bad between 10 am and 1 pm, then from 9 pm to 7 am. I get there are patches of traffic to be found during those hours but generally things move pretty decently, even on the major freeways.

Lately I've noticed traffic is not that bad on the westside. It's better than it was 10 years ago strangely enough.

I think LA is a driving city though because of limited public transportation and it is hard to use street ways to get places (like in other cities) because of the topography. Thus, freeways are needed but the only way to avoid traffic is to adjust your schedule around peak hours and try out different gps aps. People keep telling me about Sigalert but I like mapquest better for getting around traffic.
