As I mentioned on your other thread, do some research-use google and search the terms. Your questions here are too broad yet specific at the same time, IMO. It depends on what 'the next level' means to you, and your specific niche in the industry. I am not a stylist, but specifics are helpful for people to make suggestions.
Articles that I found by googling 'moving to LA to become a stylist' or 'becoming a stylist in CA'. They may not all be relevant to your situation-but good info anyway:

Also, if you have a specific demographic whose hair is your specialty, for example, be sure to go to wikipedia for each city and check the demographics-make sure there's a demand and choose your neighborhood within a city accordingly. [ie, cultural/racial differences].

If you are a personal stylist not a hair stylist, then just google those terms and I would say LA is better in that case. IF hair, then it depends on other factors, not just which city b/c they all have hair salons. FWIW, LA has 8 million+people, SD 1.5 million and SFO 825k. Wildly different places, too-there's no one right answer-get a feel for the cities themselves and which one suits you personally and go from there.

good luck.
