Has anyone ever used any of the free mulch or compost products the city makes available?

Yes, with no issues that I know of.

You don't need a pickup, I use 5 gallon buckets. You need your own shovel. Use common sense so the buckets don't tip over. I go to the one in San Pedro, sometimes there is a line of cars, but the line is usually for the hazmat disposal, you might be able to cautiously pass on the left.

I went to one of the pickup sites this weekend and it was completely cleaned out after the supply had been refreshed earlier that morning. on my way to the site i had driven by a home depot and noticed what appeared to be large bags of mulch for sale in the parking lot (not being sold by home depot). so if my observations are correct, guys with big trucks go take the free mulch and sell it for profit at nearby home depots. needless to say, i was pretty frustrated about the whole thing. just an FYI for anyone else interested in taking up the city on their free offer.

If you ever need free manure, there's plenty in the council chamber at City Hall.
