The rain gutters in DTLA around Los Angeles street flow with urine, feces, and who knows what else. There are homeless people panhandling and defecating in front of the police station downtown. It's out of control. Los Angeles is turning into Tijuana with higher taxes.

What would happen if you just started videotaping the guy who does his business on your doorstep?

You can say:

The cops came over ONCE last week and asked him his date of birth, then left. The long brown-haired caucasian man in his 40s-50s still continues to eat, sleep, ****, crap on Cherry Ave all day against the Long Beach Transit building, which has a sort of brick cut-out in the wall which I'm assuming he finds some sort of 'porch' he has made home.

I did take an couple pics to email the authorities and he didnt even care, wasnt even intimidated, he doesnt care anything it seems! but don't want to violate any laws videotaping ppl and cars who are constantly walking by, but might resort to this if this keeps up. Its disgusting that my nose and brain keep replaying the toxic smell he wreaks of even when I am away from home now because I'm constantly exposed to it thru windows at night, and as soon as I step outside each day and when I return.

I did get a reply email which I'll post:

AFAIK you won't be violating any laws if he does it in public. If this was in a house or a place where privacy is expected, like a restroom, you would be violating laws. But he's doing his business in public, so you have the right to videotape him.

I'm not a lawyer, though! If you have any doubts, talk to one!
