It seems like every other mountain range has one (or several) roads that go through it. For example, there are several ways to get from the Conejo Valley/Agoura Hills/SFV to Malibu and of course the many roads from the SFV to the LA basin.

much of that area is parkland. additionally, that area was sparsely populated until about 30 years ago. lastly, i'm not sure there are any canyons that could be used as viable passes. in the case of malibu, the roads through malibu canyon and topanga canyon generally follow the path of the creeks at the bottom of the canyons.

i think the bottom line is supply/demand. i'm guessing the need was never high enough to justify the expense of such a road.

The land is too rough, and now the State owns it as an open space preserve. There are lots of mountain lions, deer, and other animals and rare plants in there. There are some fire roads that go all the way to Bell Canyon, but that's it.

It was thought back about 15 years ago that if the Ahmanson Ranch development ever was allowed, a road would eventually be cut up to Simi, making pollution even worse that that which would be created by the housing project. But fortunately, the ecological devastation to that pristine area was averted by a concentration opposition to the project.

Washington Mutual Bank, the villain in the drama, got it's karma and failed shortly afterwards.

Nightlysparrow is right.. Its apart of the ventura county open space plan agianst sprawl.
