If California was really serious about water conservation, they would be building reservoirs to catch runoff during the wet years. Its much easier to reduce quality of life than spend money on infrastructure.
They may have insurance, but what they don't have is time. It is going to take time to repair the facilities damaged and that in turn will displace the workers/athletes/people who use them.

This is the tip of the iceberg. There are many more ticking time bombs like this all over the state. It used to be that the NE US was the place with the most infrastructure failures however years of deferred maintenance and upgrades have put us at the front of the pack.

what's weird is my consultant friend had a meeting at Anderson (right near Sunset and the UES grade school) right around 3pm that afternoon and while he said water was flooding the street, it wasn't any worse than regular water main breaks you see around town. Like 45 minutes later they got word that it had erupted into a geyser and DWP couldn't shut it off. They weren't sure whether they would lose power and have to evacuate Anderson or not.
