Did you make an effort to pay the ticket after it was lost?

Google is your friend.

Malibu, CA - Official Website - Pay or Contest a Parking Citation

Parking enforcement is under the jurisdiction of the city of Malibu. Law enforcement is contracted out to the L.A. County Sheriff's Department. Either entity could have cited you. Best to call the number provided on the city of Malibu web site and explain the situation to the agent. There is the possibility that the citation is still active and you could be in a world of hurt if you get pulled over while in California.
