The area of East Pasadena (including Colorado & Rosemead) is an unincorporated area, which means it's not run by a particular city. In that case, is it run by the county? The state?

I think the area just west of Glendale is also not really Glendale and could also be uninc. Why do unincorporated areas exist? Don't the cities want to have those areas?

Have you seen the NE border of San Gabriel? Very bizarre shape. Why is it so irregular?

Many of the unincorporated areas do not want to be incorporated into an existing city or become one of their own. There are cost associated with running a city. Most of the unincorporated have lower property taxes then the surrounding cities. Also the civil services of the County are better than the services of Los Angeles proper in my opinion, the county if always in good financial standing. Plus, there are still neighborhood councils that aid the county in making important decisions.

Example: The cities of Carson and Compton have been dueling over annexing two unincorporated areas to Carson's east and Comptons' south, theses neighborhoods Rancho Dominguez and East Rancho Dominguez have expressed that they do not want to be apart of either because they like the status quo and Carson and Compton only want them for economic benefit.

They are run by the counties. The Highway Patrol does traffic enforcement and accident investigating.

It could be true when applied to the City of LA... but many smaller cities in the county have excellent police and fire departments, and these unincorporated areas kind of lose out when they have to depend on the County Sheriff and County Fire, which could be low on manpower and located far from the area.

Also, the streets and roads are maintained by the county, which might not be as well-funded nor responsive as a small city when it comes to repairs.

I thought the area containing the Golden Road Brewery might be an unincorporated area but I was wrong. Thanks to everyone for helping.

The entire town of Altadena directly North of pasadena is unincorporated and has over 40,000 people living there. The area fought many annexation attempts in the 50's and 60's. Winning some and losing huge swathes of land others. Altadena residents did not want Pasadena to change its character. Zoning, housing code, parking regulations, property tax, etc would all change and people didn't want that. Why Altadena has never incorporated itself into its own city, I don't know.

Another area that's unincorporated is kinneloa Mesa.
