Ahhh that Santa Monica rent control. I know someone who lives up near Montana. 2 story complex, 2 BR, 1 BA, Living room, Dining, own 1 car garage. $1,000 month.

Doesn't ii) mean simply that the sublease replaces someone who was on the lease? Not that it has to be provisioned under the agreement?

In fact, the sentence in the Charter leading up to these 3 conditions says Notwithstanding any contrary provision in this Section, and notwithstanding any contrary provision in the rental housing agreement, a landlord shall not take any action to terminate a tenancy based on a tenant’s sublease of the unit if the following requirements are met:
So it would seem strange if it says notwithstanding any contrary provisions in the agreement, but then goes back on its words.

Rent control. Can you just continually roll over roommates to keep the RC in place so that 20 years on, and 20 roommates removed from the first renter, tenents are still reaping the benefits? That doesn't sound right.
