My husband and I are relocating to Los Angeles by 9/2016 from NYC. My goal is to have my daughter start kindergarten in Los Angeles in Sept 2016 when she is 5. Our combined salary will be $120,000. My husband will be either working in Culver City, Santa Monica or DTLA. I will look for work closest to where he works. What are some areas (not in the Valley) that 1) have decent (more than decent preferred) schools 2) are safe? 3) and are affordable (2 bedroom apartment). Not looking for hipsters or nightlife. I would prefer to spend $1800 to $2000 on housing. Is this possible? Thanks. No negatives please. Thanks in advance for your help!

That budget is low for a two bedroom in a "preferred" school district.
You might be able to squeeze by on 2000 in South Pasadena which works if you're husband is working in DTLA, he could even take the gold line. South Pas is very safe and has great schools.
If he works in Culver or Santa Monica, under a 2bd 2000 in a good school district is virtually impossible. Culver City itself would probably be the best bet, decent schools, somewhat safe, but cheapest 2bd would be around 2500 from what I've seen.
